The lines are blurring between what happens inside city government and what happens outside. There is increasing sophistication in tools and platforms for both government and citizens, but there are real challenges for city councils to run genuinely open platforms at city scale. How far should city councils outsource their relation to citizens to private companies? What level of interaction do citizens have with their cities, and how can they influence development on a larger scale? Can we dream to engage every citizen in the design of cities?
